There are several criteria that the Commonwealth of Pennsylvania has as guidelines in determining the issuance of handicap placards and tags. Keep in mind that each state has differing requirements in making the determination of need, and the information below is related specifically to the state of Pennsylvania.

A person may qualify for handicap tags if they meet any of the following criteria:
- They are blind
- They have partial or total loss of the use of their arm or legs
- They are unable to walk for a specified distance, or need assistance to walk
- They have lung disease and/or uses portable oxygen
- They have certain cardiac conditions
- Their mobility is limited as a result of arthritic, neurologic, or orthopedic issues
- They are acting in loco parentis to a person with one of these conditions
- They are the parent, including adoptive or foster, someone who meets one of these criteria
- They are the spouse of someone meeting the criteria
Who can certify your determination:
- An authorized healthcare provider whose field of expertise corresponds to the condition
- U.S Department of Veterans Affairs Regional Office Administrator
Healthcare providers must be licensed or certified. These can include physicians, chiropractors, optometrists, podiatrists, physician’s assistants, and certified registered nurse practitioners. In certain circumstances a police officer may assist in the process of determination.
The tags:
- Permanent tags are good for up to five years, and you should receive renewal paperwork in the mail.
- Placards can be placed in any vehicle assisting a handicapped person as determined above, as long as the vehicle is being used for or by the handicapped individual.
- Temporary tags are good for up to six months and are not renewable.
How to apply:
You will need to fill out Form MV145A in addition to having the certification from one of the professionals listed above.
